Rapid Changes Each Passing Day: Zhongguancun Science Park

  Foundation for development Zhongguancun has continuously raised its reputation and exerted influence. In May 1988, the State Council decided to establish Beijing New Technology Industry Development and Experiment Zone based on the former Zhongguancun Electronic Street. Centered on Zhongguancun in Haidian district, the 100-square- kilometer zone stretched from Deqing Lu and Qiantun Donglu in the east to Nongda Lu, Wanquanhe Lu, Jingmi Diversion Canal and Yuquan Lu in the west. The new zone included Xisanqi and Dongbeiwan. Lu in the north to Xinkaiqu in the south. A two-square- kilometer high-tech industry base was established in Yongfeng county. After the zone was set up, Zhongsheng Biology Technology Company under the Institute of Microbiology was among the first registered companies under the Chinese Academy of Sciences. With deepening reform, a group of companies set up by the academy including then-Legend Computer – now Lenovo – became flagship companies in the zone.



  In the mid ’90s, the Central Committee of the Communist Party confirmed a strategy for sustainably developing the country through science and education. Adopting the new strategy, the Chinese Academy of Sciences set out its Knowledge Innovation Program in 1997. In the first half of 1998, the Central Committee of the Chinese Communist Party and the State Council authorized a pilot program that pushed for deeper reform in the structure of the academy. The reform plan of the Knowledge Innovation Program included a number of science research institutions specializing in development that carried out shareholding reform. The Chinese Academy of Sciences’ Institute of Computing Technology was restructured as a part of the Lenovo Group’s enterprise management. Belonging to both the Lenovo Group research institute and the Chinese Academy of Sciences, the new research institute adopted a board of directors to Zhongguancun junction manage.



  At the turn of the century, the academy embraced further the Knowledge Innovation Program, restructuring research institutes in the capital and establishing new research organizations and zones in Zhongguancun and northern Beijing. The Programme focuses on both material and spiritual culture, pushing forward a large-scale transformation and reconstruction of the Zhongguancun area, looking to improve the soft and hard environment.


  In August 2005, the State Council made eight decisions in support of Zhongguancun Science and Technology Zone. In March 2009, the State Council agreed to build Zhongguancun into a demonstration area for independent innovation and demanded it improve into a globally influential science and technology center, an important carrier for innovative nation building, opening a new chapter for Zhongguancun.



  On October 13, 2013, the State Council agreed to adjust Zhongguancun’s layout, adding five parks to the existing 11 to a total 16 of Dongcheng, Xicheng, Chaoyang, Haidian, Fengtai, Shijingshan, Mentougou, Fangshan, Tongzhou, Shunyi, Daxing-Yizhuang, Changping, Pinggu, Huairou, Miyun and Yanqing parks, expanding the demonstration area from 233 to 488 square kilometers.



  During the 12th Five Year Plan, Zhongguancun will continue to perfect its “One Zone Many Parks” development pattern and focus on building “Two Cities and Two Areas”: Zhongguancun Science City, Future Science City, North Research and Development Services and High-tech Industry areas covering north Haidian and south Changping and part of Shunyi district, and South High-tech Manufacturing and Strategic Emerging Industry Area covering Beijing Economic-Technological Development Zone, Daxing, Tongzhou and Fangshan districts.


  From “Made in China” to “Made by China”, Zhongguancun will always lead innovation.
